I want to take singing and guitar lessons, is 16 a good age to start?

I just turned 16 (im a guy) and i want to get into singing and guitar lessons. I took guitar lessons at age 11, because i wasnt into it that much at the time, but now i really am. I am 16, and like justin bieber, i havent really hit puberty in my voice, and my growth spurt yet (im only 5'3), so my voice may change. But even though that is so, should i start taking lessons.
